This episode spends some more time with the Xindi Council, the group of representatives of each of the Xindi races. We see they don’t always agree or work together smoothly.

Because Degra’s weapon is taking too long, the Xindi-Reptilian representative Dolim wants to develop a bio-weapon to use against humanity instead. This is an idea the council has previously voted down, but given the stakes he takes matters into his own hands and uses a non-Xindi agent to surreptitiously scan Archer and some other crew members for data on their biology.

Meanwhile, Trip and T’Pol attempt to synthesize some trellium-D. They don’t have much success, as the results are unstable and have a tendency to explode.
