During this episode, Kai Winn and Weyoun meet on DS9 - the Dominion is offering Bajor a nonaggression treaty.

Winn, uncertain how best to protect Bajor, consults with Sisko. He believes it’s a ploy to separate Bajor from the Federation and weaken them both, but admits that the Federation cannot completely guarantee Bajor’s safety in the event of war with the Dominion. Ultimately, he advises her to stall for time, which she does - at the end of the episode, no official decision has yet been made.
